She excels in just about every area of the game, from the arena to guild battle, and is a complete must-build for any CRK player.
She’s a bomber cookie who takes up the middle position in a team – having her in your party will allow you to deal extreme amounts of damage, though her cotton candy angels will be doing most of the work for her. Make Sure To Lower Her Cooldown, Though Raspberries Are Still A Good Choice
At the beginning of battle, Eternal Sugar Cookie floats in on a cloud, surrounded by her Cotton Candy Angels, who deal damage while buffing allies and debuffing enemies. When Eternal Sugar uses her “Eternal Enchantment” skill, she floats atop her cloud and restores her HP, as well as gaining an HP shield and a small immunity period. She then charms her enemies, which prevents them from moving, using skills, or attacking regularly. Since the charmed effect momentarily stuns enemies, you’re going to need to lower her cooldown and keep this effect active as much as you can.

The most effective team composition I’ve found so far by practicing in the arena uses Awakened Pure Vanilla Cookie, Eternal Sugar Cookie, Shadow Milk Cookie, Fire Spirit Cookie and an epic/super-epic frontliner.
When in battle, I’ve noticed that she tends to die quite quickly. This means she works best with Awakened Pure Vanilla Cookie, who can heal and revive her, but you also may want some damage resistance substats on her toppings. Eternal Sugar Cookie can use the resonant Indolent toppings, so ideally she should use Indolent chocolates or raspberries. Still, regular epic toppings work just fine before you can get your hands on some. Both chocolates and raspberries work well for her, but my team appears to have better luck when using chocolates since this also allows her to heal herself more.

Choice chests for tainted poisonous beascuits were sold during Shadow Milk Cookie’s beast raid event, so if you have any left over, then now is the time to use them.

When it comes to substats, you can choose to continue to lower her cooldown or put some more power into her attacks. Some more beascuit stats which work well for Eternal Sugar Cookie are damage resistance bypass, attack, attack speed, poison damage, and damage resistance if you haven’t been able to improve her defense with her toppings. She may not hold the title of the strongest beast cookie in Cookie Run: Kingdom, but Eternal Sugar Cookie is an incredibly useful debuffer who is worth having on your team.
